What LCWRA is
Limited Capability for Work and Work-Related Activity is the top tier of the Work Capability Assessment. It applies where you cannot reasonably be expected to prepare for work. It removes work-related conditionality and (in UC) adds the LCWRA element to your monthly award. See gov.uk on health and disability in UC.
The Schedule 7 descriptors
Schedule 7 of the Universal Credit Regulations 2013 lists the LCWRA descriptors, covering physical function (mobilising, standing, sitting, transferring, dexterity, reaching, conveying food, chewing and swallowing, continence, consciousness) and mental/cognitive/social function (learning, awareness of hazards, initiating and completing tasks, coping with change, social engagement, behaviour). Regulation 35 substantial risk
Regulation 35(2) of the UC Regulations awards LCWRA where finding the claimant capable of work-related activity would create a substantial risk to their or another's mental or physical health. This is a separate route; you do not have to score a Schedule 7 descriptor to succeed under it. Case law is well developed, particularly for mental health.
