The Motability Scheme, exchange your mobility allowance for a car

The Motability Scheme is the largest fleet operator in the UK and the only way most disabled drivers can afford a new car. You exchange your PIP enhanced mobility (or equivalent) for a 3-year lease that includes the car, insurance, servicing, tyres and breakdown cover. Here is exactly how the scheme works, what it costs, and how to apply.

What the Motability Scheme is

Motability is a UK charity established in 1977. It leases vehicles to disabled people who exchange their government mobility allowance for the lease. The scheme is operated by Motability Operations Ltd, regulated by the FCA, and works with all major manufacturers. Around 750,000 disabled people currently lease a vehicle through it.

Who qualifies

You need a current award of one of these benefits:

  • PIP enhanced rate mobility — £77.05/week (2025/26).
  • DLA higher rate mobility — £77.05/week.
  • Adult Disability Payment enhanced mobility (Scotland).
  • Child Disability Payment higher mobility (Scotland, age 3+).
  • Armed Forces Independence Payment (AFIP).
  • War Pensioners' Mobility Supplement (WPMS).

You also need at least 12 months remaining on the award when you place the order. If your award is due to be reviewed sooner, wait for the renewal first or you risk being unable to complete the lease.

Cars, WAVs, scooters and wheelchairs

  • Standard cars — 3-year lease, 60,000-mile allowance. Around 200 models from £0 Advance Payment to £8,000+.
  • Wheelchair Accessible Vehicles (WAVs) — 5-year lease, longer to suit the higher conversion cost. Available with ramp or lift, drive-from-wheelchair, or transfer.
  • Mobility scooters and powered wheelchairs — 3-year lease. Includes insurance, servicing, repairs. From £0 advance payment for most models.
  • Electric Vehicles — since 2024 Motability has had one of the largest EV fleets in the UK; many EVs are available with £0 or low advance payments, plus a free home charger via Ohme/Octopus for eligible customers.

Advance Payments

An Advance Payment is a one-off upfront payment for higher-cost models. You pay it to the dealer when you collect the car. Range: £0 to £8,000+. Premium SUVs, large WAVs and high-spec EVs sit at the top end. There is also an Advance Payment Grant fund for disabled people on low incomes who cannot afford the upfront cost — apply via Motability's grants team.

What's included in the lease

  • Insurance via RSA, covering up to 3 named drivers (2 if the disabled person is 16–21).
  • Full servicing and maintenance, including parts and labour.
  • Tyre replacement when worn (via Kwik Fit).
  • Windscreen repair and replacement.
  • Breakdown cover via RAC, 24/7 across the UK and Europe.
  • 60,000 miles over 3 years (excess mileage charged per mile at end of lease).
  • Annual road tax.

What is NOT included: fuel/electricity, parking, fines, congestion charges, valeting, optional extras fitted after delivery.

Named drivers and using the car

Up to 3 named drivers can be insured on the car (2 if the disabled person is under 21). They do not have to live with the disabled person. The legal test is that the car is used "mainly for the benefit" of the disabled person — daily school runs, family shopping, holidays, hospital appointments, and getting other family members to work all count, provided the disabled person benefits overall. The disabled person does not have to be in the car for every journey.

End of lease and the Good Condition Bonus

About 6 months before the lease ends, Motability contacts you to choose your next car or exit the scheme. Return the car in good condition (no excess wear beyond the Fair Wear and Tear guide) and you receive a Good Condition Bonus — currently around £600 — paid into your bank within 4 weeks. Excess mileage above 60,000 over 3 years is charged at around 5–10p per mile depending on the model.

Who can join the Motability Scheme?

Anyone receiving PIP enhanced rate mobility, DLA higher rate mobility, Adult Disability Payment enhanced mobility, Child Disability Payment higher mobility, Armed Forces Independence Payment, or War Pensioners' Mobility Supplement — with at least 12 months of the award remaining.

What do you exchange?

Your full weekly mobility allowance (£77.05/week for PIP enhanced 2025/26) is paid by DWP direct to Motability for the lease term — typically 3 years for cars, 5 years for Wheelchair Accessible Vehicles, 3 years for scooters/powered wheelchairs.

Is there an upfront cost?

Many cars are available with zero Advance Payment — your weekly allowance covers everything. Larger/premium models require an Advance Payment from £1 to £8,000+ paid upfront. EVs since 2024 have generally had lower or zero advance payments.

What's included?

Insurance (up to 3 named drivers), full servicing and maintenance, breakdown cover via RAC, replacement tyres, windscreen repair, and 60,000 miles over 3 years (20,000/year). You pay for fuel/electricity and parking.

Can someone else drive the car?

Yes — up to 3 named drivers (2 if the disabled person is under 21). The car must be used 'mainly for the benefit' of the disabled person, but daily school runs, shopping, and family use all count.

What happens at the end of the lease?

You return the car to the dealer and either lease a new one, or come off the scheme. There is a Good Condition Bonus of around £600 for returning the car in good condition with no excess wear.
