Limitations of this edition
A stated limitation of this edition. Indicative Activity Plans, the agreements that cap how many assessments an ICB funds, are agreed provider by provider rather than once per commissioner. So one ICB can be paused at one provider and open at another on the same day. This edition records one status per commissioner, so a row tells you whether a cap is evidenced anywhere in that area, not whether the specific provider you want is taking bookings.
The figures in full
Rows are the 42 commissioner footprints the evidence was recorded against. On 1 April 2026 England went from 42 commissioners to 36, and 12 of these footprints were abolished or merged. Those rows keep their historic name, because that is the body the evidence was recorded against, and carry a line naming the commissioner that covers the area now.
- Edition date: 30 October 2026
- Adult ADHD capped or paused in 20 of the 30 commissioners that still existed in their own right
- Adult autism in 16 of 30
- 32 of 42 footprints for adult ADHD, counting bodies abolished or merged
- 0 where sources conflict
At this edition, the areas recorded as capped or paused for adult ADHD were home to about 38.0 million adults, which is 82% of adults in England (ONS mid-2024 estimates of residents aged 18 and over).

ADHD and autism: capped or paused
First recorded 1 August 2026: Restricted: capped or paused, referrals still accepted. No earlier verified observation held.
Restriction continues. The commissioner says activity plans are in place across all Right to Choose providers for autism and ADHD assessments, and that people already waiting, and new referrals in 2026/27, will only be offered an assessment in 2027 if they meet prioritisation criteria. Since 1 October 2026 new adult ADHD referrals go through the commissioner's Single Point of Access and Triage Hub, with adult autism due to follow from 1 November 2026; the commissioner says this does not remove or restrict the legal Right to Choose. Referrals can still be made and added to a waiting list. Check with the provider and the commissioner before you refer.

ADHD and autism: capped or paused
Commissioner reorganised on 1 April 2026. Now part of Thames Valley ICB.
First recorded 1 August 2026: Restricted: capped or paused, referrals still accepted. No earlier verified observation held.
Restriction continues. The successor commissioner, Thames Valley ICB, says it has agreed activity plans with all providers, including Right to Choose providers, and applies referral thresholds for adults seeking an ADHD assessment, so not all requests for a Right to Choose referral are being put forward. It says that once a provider reaches its funded limit no further assessment appointments can be booked, other than for people already part-way through assessment or treatment. Providers report limits on autism assessments too. Referrals can still be made and added to a waiting list. Check with the provider and the commissioner before you refer.

About this register
Finally Seen publishes this register free, under a Creative Commons Attribution 4.0 licence, and keeps it free. We are a commercial site: we also sell one-off self-advocacy letters for people who want help writing to their GP or their commissioner. We built this data because we needed it ourselves, and we publish it in full, including the parts that are inconvenient for us. Nothing on this page is a sales pitch, and you do not need to buy anything to use it.
What we publish free, what we sell, and the money we do not take.
